The 177-172 vote overturned a veto by the upper house. The proposed legislation was backed by the left-wing ruling coalition under Prime Minister Pedro Sanchez, who looked to gather support from separatist lawmakers in Madrid to secure a new government last November.
Sanchez says that the bill is an important act of reconciliation. However, over the past year, it has long drawn anger from conservatives and sparked far-right rallies. During the parliamentary vote on Thursday, one opposition lawmaker shouted “Traitor!” at Sanchez when he gave his "yes" vote.
A survey by local media El Mundo newspaper in March showed that 62% of Spanish people rejected the amnesty.
Spanish courts will have up to two months to apply the new law, annulling the legal records of hundreds of officials and activists.
